(1) **21 May 2026:** the Ministry of Energy announced that autoproducers (households and firms with solar) **must inject surplus** into the public distribution grid, "en application d'un décret fixant les conditions d'accès au réseau national". The decree is not named and was not found. (2) **6 Oct 2026:** the Council of Ministers adopted a **bill** covering autoproduction, autoconsumption, surplus RE injection and third-party access. Mini-grid rulesA mini-grid and off-grid law is reported as enacted (no name or year given); mini-grid connection codes still to be developed.8Low confidenceShow detail

AEP says a mini-grid and off-grid law was enacted, with standard licences and handover rules. A LEAP/FAOLEX listing shows Loi n°2018-010 du 08/08/18 "relative à la promotion de la [production d'électricité à base des sources d'énergies renouvelables]"; the page fetch failed, so the full title is unverified. Mini-grid connection codes are still to be developed.

Market access beyond the utilityOct 2026 bill would let large consumers choose a supplier (not yet law).9Low confidenceShow detail

The Oct 2026 bill would let large consumers choose their supplier, add third-party access and strengthen IPPs (not yet law). AEP says only one IPP (ContourGlobal) operates and transmission and distribution codes are not in place. A separate RE concession decree (FAOLEX Tog191848; number and date illegible) covers RE concessions for injection to the distribution grid.
